Acceptable tile lippage

I have recently had a 33sq m floor retiled. The tiler took up the old tiles and but down self leveling concrete. The tiles are 400x600mm matt porcelain. Having looked at the tiles before grouting, there appears to be a considerable amount of lippage, averaging 2mm on most of the tiles, but over 2mm (to a max of 3.5mm) on 5-6 of the tiles. What is an acceptable amount of lippage for this kind of job? How much discount can I reasonably ask for for the substandard job? Thanks
