Floor tiles in conservatory lifting and some are cracking

I bought a house in 2005 which had a conservatory with tiled flooring. The conservatory went up in 2004. some of the tiles are now lifting and others are cracking. The company who erected the conservatory tell me the floor below is concrete. I'm sure that someone will need to come in and lift a tile to see what is going on underneath, but do I get a builder in or tiler? Is it possible that the floor may have dropped or more likely that the wrong adhesive was used on the tiles. Thank you
