Leaving a rating - which will be poor!

Write a rating for a person hired through you, who has conned me. He did 75% of the job, then asked for payment in full. I protested that I'd pay when job finished, but he insisted and ran me to the bank. I HAVE NOT SEEN HIM SINCE ( 2 MONTHS ). I HAVE HAD EVERY EXCUSE UNDER THE SUN! HE COULD WRITE A BOOK ON EXCUSES. WORSE, HE DID A SHODDY JOB. Trading Standards are not interested, so I have been stuffed. I want to stop this trickster doing it to other people.
