Soundproof Windows

What is the most effective means of reducing outside noise? Is it secondary glazing? Or soundproof glass?

Good quality double or triple glazing should help - but it also has to be installed correctly ensuring that gaps around the edges are kept to a minimum and sealed using a sound deadening mastic.
