Sash windows replacement and draught-proofing

Hello,
I am trying to work out what to do with my single-glazed sash windows (throughout a 3 bed Victorian terrace in North/East London) - to install new 2.4 mm double-glazed sash windows, to replace the sashes only (with thinner than 2.4 mm obviously), or to keep the single-glazed sashes and just to draught-proof?
I have had 3 companies come around and all 3 have given different/conflicting advice. Can anyone help me to work out what to do?
