Is a window faulty if there is condensation on the outside window

no it is just condensation due to access moisture in the room and is condensing on the cold glass. reduce your heating or install a de-hyumidfier. this will help. If you have condensation in between the glass then yes and it can be replaced and you dont have to change the whole window, just the sealed unit only.
