Hi Hilary no it is not normal to develop leaks around the window. It maybe down to the flashing kit being incorrectly fitted or water getting behind the tiles and running down the felt and coming through where the felt is cut out for the window, that is why the felt should be turned over to form a channel where it is cut out.
