Not sure how to approach a possible insurance job??

I live in a tenement flat and have noticed that when its wet and windy I get a lot of water coming through my ceiling which in turn has wrecked the ceiling, window, windowsill and who knows what inside the cavity above. I noticed that there is a crack in my upstairs neighbors stone windowsill directly above my said window. I don't know how to approach this situation, I think that the upstairs landlord is liable but I don't know who to contact to confirm this. could someone give me some advice? Cheers

Hi Drew the freeholder is normally responsible for repairs to the building structure, that is why you pay a maintenance/service charge to them. Best to contact them or their agent. Ed
