If it is an internal timber or plastic sill, then a carpenter/joiner would be able to replace or cover it with a new timber/plastic sill. If it is your external cast concrete sill, then a bricklayer would be able to replace, or repair. A suitable trades person can be found by posting in the job section. Hope this helps
