WINDOW PROBLEM

I stay in multi storey 14th floor. PVC windows were put in about 12 years ago.When there is high winds and heavy rain the water comes through the windows since the beginning and the housing would come out and re-seal at least once a year but this was not working.The whole block I would imagine are having problems but as I own my flat the housing will no longer come out to see what can be done
