Dispute with double glazing company

I had my windows fitted in April 2017, by the winter it became apparent the windows were not as described as they were letting draught in. I have since complained to the company but they are adamant nothing is wrong. Despite conducting a smoke test to demonstrate the amount of air coming in. I have written to the company and also complained to my credit card company under section 75. They have know come back and are asking for an independent report to prove there is an issue with the windows or installation. I am struggling to find a company that can check the installation or the actual air tightness of the windows . Please advise which kind of organisation can provide a report to confirm there is an issue.

Check to see if FENCA registered, if they fit window they are likely to be registered with them, they will have a complaints procedure. If not FENSA then local building inspector is next best bet followed by trading standards. Have a look to see if windows shut fully with no gaps, and check around edge it could be that the edges have not been filled when the window was put in and if so is an easy fix using spray foam, moulding and mortar.
