Double glazing installation failure

We had double glazing fitted recently and after two days my mum (age 78)opened one of the windows and the whole window came out and landed on her and her friend.( age 79) Window measures 1.8 metres by 0.7 metres. Thankfully they were not injured just bruised and sore. My mum is now to anxious to open her new windows as she lives on her own. In the process of this the carpet was also covered in coffee and stained. The company did come and fix this and have offered £500 compensation. The bill was £12,000. The company do not want to report this as an incident and wondered if it should be reported somewhere and if you think this is appropriate compensation?
