Creating an Under stairs toilet

I want a 2nd toilet created under the stairs. The area is roughly 10 sq ft in size. The area is not enclosed at present and requires digging up the ground to lay the pipes and connect to the outside soil pipe as well as creating the room. How do I post this job? What category do I use to describe this or is it more than one job? If more than one job what gets done 1st?
