Toilet air vent removed?

I am looking at redoing my small bathroom, I have been told by one builder that the boxed in air vent (or is it soil stack?) for the toilet running up the wall in the corner of the bathroom can be removed to allow more space and flexibility and an air admittance valve can go in, however another builder has told me that it absolutely can't and the advice is wrong. I'm not sure who to believe?
