Hi Bob, the inlet water valve may be sticking against the cistern wall or the flush valve could be damaged and not shutting correctly therefore letting water into wc pan. Check the inlet valve first to make sure it's not stuck against the wall. If in doubt post a job and have a plumber check it out. Regards Graeme
