How do i decide between wallpaper and painting?

I have just stripped the liner paper from the walls and ceiling of a room. In some parts of the room there appears to have previously been damp and the previous owners have removed the liner paper and painted directly onto the wall with a thick paint. In other parts of the room the top (skim) layer of the plaster has come off when the wallpaper steamer was used to remove the wallpaper. Should I: (a) hire a plasterer to redo the bits where the plaster has come off and then paint the room, or (b) hire a decorator to liner / wallpaper the entire room (and then paint over) Which is likely to give the best result? Which is likely to be the cheapest option? Many Thanks Steve

It really needs looking at to judge, and Michael is entirely correct in his advice. One option to disguise rough plasterwork is textured wallpaper, with a matt paint finish over. Lots available, for not much more than lining paper. If a smooth surface is what's needed, bear in mind even new plaster looks better with lining paper, well hung, over.

it depends on the severity of the the loose plasterwork, if you feel it is loose in lots of places it would be advisable to get the wall skimmed, if it's not too severe any painter can perform patch filling that mat not require lining paper afterwards. The better finish will always be a fresh skim on the wall but the cheaper option is to patch it. hope this helps
