Bad Paint Work

I have had water damage to my interior walls and ceilings which were newly plastered. The insurance company have sent trades round to rectify this and other problems but I have had no control over who they send and they have done a very bad job. I have paint on items that never had paint on when I bought them so I kind of thought that they would remain unpainted! Detailing is poor and when I ask for another painter then the next one just creates a different problem ie paint hanging off coving and drying, using an extremely long pile roller and now new flat ceiling looks like it has been painted with a wet cat. Cutting in with the widest brush and then a long pile roller. Missed areas. He has leaned against the wall. Not removing light switches and painting them in. Flicks of paint flying off roller and drying on walls but the worst is that the damaged walls are not accepting the kitchen paint and have dried with bubbles. I cannot clean the walls as they will pop. I am loathed to have another painter round so need to know how to deal with this myself. Obviously it needs rubbing down and re-painting but how do I treat the wall so that the paint adheres to it? This has also happened to the repainted ceilings where the paint is just cracking and peeling off. These ceilings are stippled so I cannot rub them down and I cannot get the peeling paint off other than hoovering it as it peels back.
