Moisture coming through screeded floor.

I had the kitchen floor screeded over quarry tiles by the carpet fitter, as recommended by the carpet shop.The screed broke up in part about 4months later.Fitter then re screeded the affected area.Two and a half years down the line the vinyl looks awful with grease like marks appearing,some of them quite large.Fitter says its moisture coming up.What can I do

The floorlayer should have tested for moisture before laying the screed. If any was present then an epoxy damp proof membrane could've been applied to the tiles and then screeded after a coat of primer was also applied. Different surfaces require different sorts of screed and with all due respect, a carpet shop wouldn't probably know this. Next time get a professional floorlayer in to do the works.
