Eugene... if the question is can you use an electric boiler with solar panels: then the answer is yes . . I would be aware though that you are not cheaper using an electric/combined-solar rather than gas/combined-solar. If you are wanting to save money, the cheaper option is to purchase convector heaters and use solar solely for you domestic hot water . .
