Cheaper; purchase Freesat box or install TV Aerial?

I have recently moved into a flat where the previous owner had Sky installed.
From my inspection, there is a satellite dish installed but no tv aerial. I don't get any tv signals from the aerial port.
Is it just cheaper to get an aerial installed than buy a freesat box?
NB my preference on freesat box would be one that would allow recorded.
